Your Blueprint Books are available from the “Blueprints” category of both your Inventory and Storage Facility, depending on where you choose to keep them.
In order to manufacture an item, you need to make sure the relevant Blueprint is inside a Blueprint Book (achieved by dragging and dropping the Blueprint onto the Blueprint Book), and that the Blueprint Book is in your Inventory. You can then approach a Manufacturing Terminal and operate it, before selecting the correct Blueprint from its Blueprint Book.
